He always says that when he don't want to argue about the success/ failure of singers/bands or musician's skills. It's his own way out of discussions. On the other hand I think all the Monkees members are even themselves not sure what they exactly were. You really can't compare them to the typical other 60s bands as they were one of the first manufacted bands with their own tv show! In the end it is and stays A MIX of both- actors and really gifted musicians.
